Biography

Kelly Mitchell is a former Indiana State Treasurer, serving in that role from 2014-2022. As Treasurer, Kelly Mitchell served as the Chair of the Indiana Bond Bank, the Statewide 911 Board, the Indiana Education Savings Authority, the ABLE Authority, and as the Sole Trustee of the State Police Pension Trust, among several other positions. As the state’s chief investment officer, she held oversight of the management of approximately $16 billion daily.

From 1997-2004, Mitchell served as a Cass County Commissioner. During her tenure, she served as President of the Board of Commissioners for five years and was named First-Term Commissioner of the Year by the Association of County Commissioners. While in office, she founded and cochaired Cass County’s “Make a Difference Day,” managing hundreds of volunteers and dozens of projects every year.

Kelly holds a B.A. in Political Science from Valparaiso University, an M.A. in Philanthropic Studies from Indiana University–Purdue University Indianapolis, and an M.A. in Strategic Studies from the U.S. Army War College. During the summer of 2015, she completed The Commandant’s National Security Seminar at the U.S. Army War College. She is an alumna of the Richard G. Lugar Excellence in Public Service Services and the Aspen Institute’s Rodel Fellowship in Public Leadership. In 2016, Kelly was named a Sagamore of the Wabash by then-Governor Mike Pence and received the Torchbearer Award from the Indiana Commission for Women. In 2021, she was selected for the Jesse M. Unruh Award by NAST for her outstanding service to the association and her profession, and in 2022 she was honored with NAST’s Harlan Boyles/Edward T. Alter Distinguished Service Award. She was named the ARC of Indiana’s 2022 CEO of the Year.

Currently Kelly resides in Carmel with her husband, Larry. They have a blended family of four children and two grandchildren.

Kelly serves on the boards of Circle City Fellows, Women in Public Finance, the Carmel City Audit committee, and as Co-Chair of the National Treasurer’s Emeritus committee
