From the streets of Dayton, Ohio, to the halls of academia and the hearts of countless youth, Dr. James E. Combs Jr. has dedicated his life to service, mentorship, and legacy-building. A decorated U.S. Army veteran, retired police officer, educator, and author, Dr. Combs embodies resilience and leadership shaped by over two decades of public service and a lifelong commitment to community empowerment.
Dr. Combs’ journey began with an early sense of responsibility instilled during his time at John H. Patterson Cooperative High School and further developed at the University of Cincinnati. His academic pursuit never ceased—earning a Master’s from Antioch University McGregor, a second Master’s from Wright State University, and a doctorate in Criminal Justice from Atlanta University.
One defining moment in his career came in 2006, when he launched a Public Safety Program at David H. Ponitz Career High School and Central State University. Reflecting on that time, he shares, “It was about giving students the tools I never had at their age—creating a path for those who want to serve but need guidance.”
When asked how his involvement in community activities shaped him, Dr. Combs explains that mentoring at-risk youth and consulting on law enforcement initiatives has been “just as much about healing as it is about helping.” Through organizations like Omega Psi Phi and the Masonic Lodge, he’s contributed educational support, career mentoring, and vital resources for underserved youth.
Even after his retirement from law enforcement, Dr. Combs remains in the trenches—as an Intervention Specialist, author, and consultant—continuing to advocate for students and families. “I want my story to inspire others to act with purpose. Every chapter of your life can be a tool to build someone else’s future.”
Through every uniform worn and every book written, Dr. Combs marches forward with faith, fortitude, and a heart firmly rooted in service.

Dr. James E. Combs Jr. is a Dayton, Ohio native, Army veteran, and retired police officer with over 25 years of service. He holds degrees from the University of Cincinnati, Antioch University McGregor, Wright State University, and a Doctorate in Criminal Justice from Atlanta University. Renowned for developing public safety programs and mentoring youth, he has been recognized by the Dayton Chamber of Commerce Leadership Academy and Omega Psi Phi Fraternity. Dr. Combs is also a published author and currently serves as an Intervention Specialist at City Day Community School.
